It's a misleading/incorrect name, 1 better one would be Global Status. In the Status tab (which is the first tab), it's the first frame where it has the statuses of whether all network interfaces are up/down (State: Ready), the All Devices Off checkbox which downs all the interfaces (ip address show shows DOWN for an interface), and the status of the offline mode.
